This amendment for solicitation W9127N-08-Q-0012 concerns the provision of steel pipe for the Bonneville and John Day Dams. It clarifies critical technical specifications, noting that the pipe size is 4 inches despite drawings showing 8 inches, and mandates that all brackets must be sandblasted and slots machined smooth. The contractor is responsible for providing all materials for the cones, caps, and both pipe and dam brackets, with the latter and the funnel cones delivered loose and ready for mounting. The scope of work requires all 82 of the 40-foot sections to be welded into specific lengths, following the established patterns of 120-foot lengths for John Day and 80-foot lengths for Bonneville. Welding operations are to be completed in single sessions, allocated as five days for the John Day Dam and two days for the Bonneville Dam. This contract is designated as a total small business set-aside managed by the Department of Defense.

Full Description

This amendment is hereby created to clarify the following: 1. The Cone Drawing is now available for download. 2. The drawings show 8 inch pipe, but as according to the specifications the pipe is 4 inch. 3. The slot is to be ma chined/ground smooth and clean (no rough edges) 4. There are 2 pipe brackets to be mounted on the pipe at each of the 4 mounting locations. 5. The drawings incorrectly removes the need to sand blast the brackets. The brackets need to be sa ndblasted. 6. The contractor will provide all material needed to complete the job for the brackets (both the pipe brackets & the Dam brackets), the cones and caps. 7. All 82 of the 40' sections will be welded together- the example of (3) 40 ' sections welded together into 120' lengthe for John Day and (2) 40'sections welded together into 80' lengths for Bonneville would apply to all the 40' sections. 8. The Dam Brackets and Funnel cones are to be provided loose and ready for mounting. 9. The welding will be done at one time (2 days for Bonneville and 5 days for John Day Dam).

John Day Dam Powerhouse HVAC Upgrades
Solicitation # W9127N26BA006
The U.S. Army Corps of Engineers Portland District is seeking a single firm-fixed-price contract for comprehensive HVAC upgrades at the John Day Dam Powerhouse, located across Oregon and Washington. The project involves replacing primary and secondary chillers, installing four new chiller skid packages with approximately 600 tons of refrigeration capacity, and implementing a new automated digital HVAC control system. Key technical requirements include a mix of water-cooled and air-cooled systems, new intake and exhaust ducting for fire smoke propagation prevention, and the installation of mini-split units. The work must be performed within an active powerhouse containing high-voltage electrical equipment and areas prone to water intrusion, with a construction period of 1,004 calendar days. The estimated project magnitude is between 25 million and 100 million dollars under NAICS code 238220. A critical condition for award is compliance with Cybersecurity Maturity Model Certification, specifically CMMC Level 2 (Self) for the prime contractor and appropriate levels for subcontractors based on the type of information processed. The solicitation is expected to be issued as an Invitation for Bids in mid-September 2026, requiring bidders to have an active SAM registration and a current NIST SP 800-171 assessment.
