This fixed-price solicitation, issued by NAVSUP Weapon Systems Support Mech, seeks a contractor for the teardown, evaluation, repair, and modification of a Valve Regulating System (NSN 4820-01-586-9445). The requirement includes a primary unit and an option for an additional 100 percent quantity, with a requested Repair Turn Around Time of 180 days. The contract is DO certified for national defense under the Defense Priorities and Allocations System. Award will be made to a single responsible offeror based on a determination of the most advantageous offer, with past performance weighted as more important than price. Contractors must adhere to strict quality and safety standards, including MIL-STD-129 for marking and MIL-STD-2073-1 for packaging. A critical requirement is that all supplied materials must be mercury-free. If additive manufacturing is utilized, the contractor must maintain a Master Component Traceability Ledger and submit it via the NAVSUP HQ AM mailbox and Wide Area WorkFlow. The vendor is granted 90 days after receiving the carcass to provide a firm-fixed-price quote following a teardown and evaluation. Failure to meet the established Repair Turn Around Time will result in unit price reductions. This Navy contract, issued by NAVSUP Weapon Systems Support Mechanicsburg, concerns the solicitation and procurement of a 2-inch, 1250 PSI socketweld union assembly for crucial shipboard systems. The contract is classified as a critical safety item (CSI) and special emphasis material due to its application aboard Navy vessels, where malfunctions could result in severe injury, loss of life, or substantial damage. It mandates stringent quality assurance and control procedures, including comprehensive material traceability, objective quality evidence (OQE), and certifications for chemical, mechanical, and hydrostatic performance. Parts and assembly must comply with specified Buships and Electric Boat industrial drawings, with materials and components conforming to ASTM-A234, QQ-N-281, and other cited standards. All production and testing procedures, including welding and brazing, require prior submission and approval of qualification data, with full compliance documentation to be furnished for government verification. The contract enforces a robust quality management system per ISO 9001, ISO 10012, ANSI-Z540.3, and alternately MIL-I-45208, and includes extensive requirements for inspection, recordkeeping, subcontractor quality assurance, and government source inspection. Certifications must confirm compliance with all invoked specifications and contractual requirements, and each supplied item must be traceable by unique marking. No mercury or mercury compounds may be present, and special requirements are prescribed for pressure tolerances, thread inspection, and O-ring sealing surface quality. Awarded contracts under this solicitation will be rated for national defense (DPAS "DX" or "DO"), and closing dates have been extended to allow for drawing and requirement changes. Document control, configuration management, and reporting of waivers, deviations, and engineering change proposals are all tightly regulated under this agreement. Packaging must conform to MIL-STD-2073, and all documentation and data submissions will utilize WAWF and potentially the Navy’s Electronic Contractor Data Submission (ECDS) portal. Adherence to these comprehensive requirements is mandatory prior to shipment, and any nonconformance or omission of required certification will result in rejection of the material.
