This solicitation, numbered N0010425QYB52, seeks contractor bids for the repair and modification of the VALVE, SOLENOID under emergency acquisition flexibilities, with a closing date extended to May 12, 2026. The contract requires full repair services including teardown, evaluation, and return of the component to operational status within a specified Repair Turn Around Time of 119 days from receipt of the carcass, with all costs—including handling of damaged or incomplete units, missing parts, and CAV reporting—incorporated into the Firm-Fixed Price quote. Contractors must be authorized distributors of the original equipment manufacturer, with proof of authorization submitted, and must comply with strict technical standards including MIL-STD-130 marking, mercury-free material requirements, and adherence to manufacturer-specific repair protocols. Any design or part number substitutions require prior written approval from the Naval Inventory Control Point, and non-compliance may result in rejection or price reductions tied to missed deadlines. The contract is subject to Defense Priorities and Allocations System (DPAS) certification, mandating national defense priority rating, and all deliverables require final government inspection and acceptance. Quality assurance responsibilities rest entirely with the contractor, who must maintain detailed inspection records for one year post-delivery and ensure testing aligns with original engineering specifications. Packaging must conform to MIL-STD-2073, and vendors must disclose any deviations from solicitation requirements upfront, as changes post-award may lead to cost deductions. The offeror must provide estimated new part costs alongside repair pricing and clearly state throughput constraints and induction expiration dates. All communications and amendments are coordinated through the primary point of contact, Abigail R. Hurlbut of the Navy Supply Systems Command, and contractual documents are deemed issued upon electronic transmission or mail. The contract includes warranties for one year from delivery, data rights under the basic warranty clause, and mandates annual representations and certifications, with all other terms consistent with standard government contracting practices.

Mercury switches, mercury in glass thermometers, standard cells and other items containing mercury may be used if they are located so as not to constitute a contamination hazard. If external contamination by metallic mercury occurs or is suspected, the following test may be used to determine whether contamination by metallic mercury exists or whether corrective cleaning measures have been effective. Enclose the equipment in a polyethylene bag or close-fitting airtight container for eight hours at room temperature (70 degrees F minimum).Sample the trapped air and if mercury vapor concentration is 0.01 mg/cu meter or more, the material is mercury contaminated insofar as the requirements of this contract are concerned. These requirements shall be included in any subcontract or purchase order hereunder and the Contractor shall insure SubContractor compliance with these requirements. Technical questions pertaining to these requirements shall be referred to the Procurement Contracting Officer via the cognizant Administrative Contracting Officer. For background, the following information is provided: Mercury is corrosive to gold, silver, nickel, stainless steels, aluminum and copper alloys. Stainless steels, nickel, and copper alloys are widely used in reactor plants and other submarine/surface ship systems. Accidental trapping of mercury in a component could cause serious damage to vital parts. Mercury is also toxic if inhaled, ingested, or absorbed through the skin. It is evident that grave consequences could result from small amounts of mercury vapor present in an unreplenished submarine/surface ship atmosphere. 4.
