The U.S. Army Contracting Command at Aberdeen Proving Ground plans to award a sole-source contract to Struers, Inc. for preventive maintenance services on four specific pieces of proprietary equipment used at the Aberdeen Test Center. The contract will cover the Rotopol-31, Multidoser, Prontopress-20, and Duramin-A300 C, all requiring specialized maintenance by Struers’ certified technicians due to the proprietary nature of the equipment. Struers will provide their bronze level preventive maintenance plan, which includes annual site visits, replacement of common wear parts, system performance verification through factory calibration with certification, unlimited phone support, and technical evaluations to address any deficiencies. This preventive maintenance is critical for ensuring the continuous operation of the materials lab’s mounting, polishing, and micro-hardness testing equipment, which are essential for material failure analysis supporting various testing projects at the center. The contract includes an initial period with two additional option years, emphasizing the significance of sustained equipment reliability to avoid costly repairs and potential operational disruptions. Sole-source procurement is justified, as contracting another provider would lead to substantial duplication of costs and unacceptable delays in fulfilling the agency’s requirements. The contract falls under NAICS code 334519, with a size standard of 500 employees. Interested parties were invited to submit expressions of interest by May 15, 2015, but this notice does not constitute a solicitation for competing proposals. The designated contact for this action is SSG Antoine Echols, the Contracting Specialist at Aberdeen Proving Ground.
