The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Earth Networks of Germantown, MD for the procurement of Greenhouse Gas Observation Systems for the Greenhouse Gas and Climate Science Measurements Program of the NIST Special Programs Office at NIST, Gaithersburg, Maryland. Earth Networks is uniquely qualified to provide the instruments and services to the NIST Special Programs Office based upon the following: a. They have developed a commercial capability to supply greenhouse gas concentration measurement systems and data from tower-based observation locations and have established several of these across the U.S. as an initial observing network augmented by their existing weather observation network b. These measurement systems are designed for tower installations to observe atmospheric CO2 and methane concentrations at various elevations above ground level. They are robust. Some have been in continuous operation for several years at locations across the U.S. An important aspect of these systems is their measurement accuracy, which is achieved by the use of gas concentration standards that have a clearly defined traceability pathway to national measurement standards established by NIST. The North American Industry Classification System (NAICS) code for this acquisition 334519, with a size standard of 500 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by March 11, 2015 will be considered by the Government.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
