Automated Fluidized Bed Mixer Facility Modernization for end use at Pine Bluff Arsenal – CSO
Solicitation # W519TC26ACSO
The Army Contracting Command - Rock Island is seeking qualified vendors for the Automated Fluidized Bed Mixer Facility Modernization at Pine Bluff Arsenal under solicitation W519TC26ACSO. This Commercial Solution Opportunity (CSO) aims to replace legacy systems with an automated, high-precision mixing, granulation, and drying system to modernize colored smoke energetics production. The required system must handle mix batches between 800 and 1200 lbs and specifically address the hygroscopic nature of sugar and potassium chlorate to prevent clumping in humidity levels up to 95 percent. Key performance requirements include sub-millimeter granulation consistency and a maximum re-blend rate of 5.0 percent. Due to the hazardous nature of the materials, the solution must be compliant with Class I and II, Division 1 environments and include high-speed fire detection, suppression systems, and automated fail-safe shutdown protocols. This procurement is conducted as a streamlined acquisition under 10 U.S.C. 4022 and DFARS Subpart 212.70, treating all solutions as commercial items per FAR Part 12. The selection process consists of three phases: a Phase 1 Solution Brief, a Phase 2 Pitch, and a Phase 3 Full Quote. Evaluation criteria focus on technical merit, innovation, importance to agency operational readiness, and financial feasibility. The final award will be a Firm-Fixed-Price contract covering core equipment, de-clumping and transfer sub-systems, transportation, on-site installation, commissioning, and operator training. LUMBER BASIC ORDERING AGREEMENT
Solicitation # W519TC-27-Q-LUMB
The Government is establishing a no-cost Basic Ordering Agreement (BOA) for the procurement of a comprehensive range of lumber products, including dimensional softwood, hardwood, plywood, and pressure-treated lumber, as well as steel strapping. This agreement, managed by Army Contracting Command-Rock Island, supports multiple military installations such as the McAlester Army Ammunition Plant, Anniston Army Depot, and the Joint Munitions Technology Center. The BOA has a maximum ceiling of 99 million dollars and is valid for up to five years. This is a three-step procurement process where only qualified BOA holders from Step Two are eligible to compete for specific Firm-Fixed Price delivery orders in Step Three. To qualify for the BOA, offerors must demonstrate the technical capability to deliver materials to at least one of the seven designated installations and provide a detailed Technical Questionnaire Scenario covering sourcing, quality assurance, contract management, logistics, and environmental standards. Delivery requirements are strict, with standard orders due within 14 business days and emergency orders within seven business days. Evaluation for the BOA is based on technical acceptability, while subsequent delivery orders will be awarded based on factors such as lowest price, technical merit, and past performance. All lumber must comply with industry grading standards such as ALSC, SPIB, WCLIB, and APA, and treated wood must meet AWPA standards.
