This effort is not a solicitation and no contract award is imminent; the sole purpose is to gather voluntary information from potential suppliers to determine the most appropriate procurement method, which may include setting aside the requirement for small businesses or pursuing full and open competition. The applicable NAICS code is 334419, and responses must be submitted by March 24, 2026, at 11:59 PM Eastern Time to patsy.bedford@dla.mil. Organizations interested in responding must provide their organizational details, including ownership structure and contact information, along with tailored capability statements that demonstrate their capacity to deliver the required technical services, including relevant human capital, financial resources, project management capabilities, and risk mitigation strategies, particularly under a performance-based acquisition model. Submissions should also address any anticipated subcontracting or teaming arrangements, including the administrative and management framework for such partnerships. The government will use the collected data to evaluate market readiness, including the ability to meet strict schedules, control costs, retain key personnel, and comply with performance-based contracting requirements. No feedback or evaluations will be provided to respondents, and telephone inquiries are not accepted. The point of contact for questions is Patsy Bedford, with Heidi Lacosse available as a secondary contact. All responses must be submitted electronically, and no financial responsibility will be assumed by the government for any costs incurred in preparing a submission.
