The U.S. Army RDECOM Contracting Center at Aberdeen intends to award a sole source fixed-price purchase order for upgraded prototype muzzle projectile sensors manufactured by Phoenix Technologies, based in Battle Ground, Washington. This acquisition supports the Aberdeen Test Center by replenishing its prototype sensor inventory for further testing, continuing from prior work under contract W91ZLK-08-P-1120. The decision to sole source this procurement follows the authority of the Federal Acquisition Regulation provisions for other than full and open competition and simplified acquisition procedures, as Phoenix Technologies is uniquely capable of rapid integration to meet specific U.S. Army requirements. No formal solicitation or Request for Quote is available, but firms confident in their ability to fulfill the requirements may submit written responses via email by February 18, 2009, noon. The government retains sole discretion on whether to compete the purchase order based on any submissions received. Communications and inquiries should be directed to the Acquisition Project Officer, Thomas Campana, via the provided email contact.
