The Space and Naval Warfare Systems Command (SPAWAR) in support of PMW 180 intends to issue a Request for Proposal for the METMF(R) NEXGEN program. METMF(R) NEXGEN is described in the attached draft Statement of Work. This requirement has been initiated to design, fabricate, integrate, deliver and evaluate two prototype METMF(R) NEXGEN systems that will support a Milestone C Decision for Low Rate Initial Production (LRIP) and Full Rate Production (FRP). The METMF(R) NEXGEN will replace the legacy METMF(R) using current and emerging state-of-the-art technologies to offer greater capability, smaller size and increased mobility/scalability, which will significantly improve the provision of Meteorological and Oceanographic (METOC) support to the Marine Air Ground Task Force (MAGTF). With this announcement, the Government is soliciting industry comments on the Draft SOW. The Government requests that industry comment on all aspects of the SOW including deliverables. The Government expects to hold an information exchange day within 60 days of this announcement. The Government requests that all industry comments be submitted to Kim Mallis at contact@example.gov in Microsoft Word 2000 or compatible format by close of business 5 July 2005. Solicitation # CMDSAWARDEESONLY
This solicitation, issued by the Naval Information Warfare Systems under the Department of Defense, is restricted to CMDS MAC Awardees. The objective is to secure a contractor to provide enterprise-level IT solutions in support of Navy or DW operations. The government intends to award a hybrid contract consisting of Firm-Fixed Priced, Cost-Plus-Fixed-Fee, Level of Effort, and Cost-Only task orders. The award will be granted to the Highest Technically Rated Offeror (HTRO) with a fair and reasonable price, noting that technical factors are significantly more important than cost and no trade-offs between technical ratings and price are permitted. The evaluation process begins with two non-weighted gate criteria: verification of an active Top Secret facility security clearance and a review of corporate experience regarding recency, magnitude, and scope. Proposals that pass these gates are evaluated on technical factors, with the Technical Scenario Response being the most important, followed by the Staffing Plan and Personnel Matrix. Cost and price realism analysis will only be performed for the HTRO. Proposals must be submitted by November 6, 2026, and must include specific attachments such as a transition-in plan, corporate experience templates, and a signed Section K. All submissions must be unclassified and adhere to strict formatting and page limits.
