Solicitation SPE7L1-27-T-1494 is a fixed-price request for quotations issued by the DLA Weapons Support Land Supply Chain for 18 hinge torsion bars (NSN 5340-00-745-7784) used on 175mm gun mounts. This is a total small business set-aside procurement intended for a Foreign Military Sales requirement for Morocco. The government notes that manufacturing may require casting, forging, and special tooling that the government may not possess. Delivery is required within 20 days after receipt of order, with shipping terms set as FOB Origin and delivery directed to a freight forwarder in Sterling, Virginia, for final transport to Casablanca, Morocco. The contract mandates strict technical and quality compliance, including CMMC Level 2 certification and adherence to SAE AS9003 or ISO 9001 standards. Inspection and acceptance occur at the origin, with sampling conducted per MIL-STD-1916 or ASQ H1331. Technical data is subject to ITAR or EAR export controls, requiring contractors to have approved US/Canada Joint Certification Program certification. Packaging must follow MIL-STD-2073-1E and MIL-STD-129, and all invoicing must be processed electronically through the Wide Area WorkFlow system. Offerors must comply with the Berry Amendment and Buy American Act, and items produced via additive manufacturing are ineligible for award without prior approval.
