The State of Ohio, Department of Transportation (ODOT), Division of Small Business and External Workforce Development is soliciting written proposals from qualified Proposers to provide services for the Office of Small Business Services (OSBS).As a recipient of federal-aid highway, federal transit, and federal aviation funds authorized under numerous acts, ODOT is required to comply with the U.S. Department of Transportation’s Disadvantaged Business Enterprise (DBE) regulations. Among these regulations is the requirement for ODOT to participate in a Unified Certification Program (UCP). The Ohio UCP makes all DBE and Airport Concession Disadvantaged Business Enterprise (ACDBE) certification decisions on behalf of all U.S. Department of Transportation (USDOT) recipients in Ohio. ODOT performs a leadership role as an active participant in and representative of the Ohio UCP. Additionally, as authorized by the federal DBE regulations, ODOT operates a Small Business Enterprise (SBE) program.The selected vendor will work on behalf of the department, assisting in various DBE, ACDBE, and SBE tasks as outlined in Section II.
