This is an on-call annual contract for seeding and mulching services across fourteen counties in North Carolina—Bertie, Camden, Chowan, Currituck, Dare, Gates, Hertford, Hyde, Martin, Northampton, Pasquotank, Perquimans, Tyrrell, and Washington—under Division One of the North Carolina Department of Transportation. The contract, issued under solicitation number 54-TJK-01-PR36058, is designed to provide flexible, as-needed work for the permanent establishment of grasses and legumes on disturbed roadside areas including shoulders, slopes, and ditches, with work to be performed from September 1, 2026, through August 31, 2027, and renewable for two additional one-year terms at the Department’s option. Contractors must furnish all labor, materials, and equipment required to prepare seedbeds, apply limestone and fertilizer at specified rates, seed with approved varieties such as Sweet Sudan Grass or Rye Grain depending on season, and secure mulch within twenty-four hours of seeding using asphalt tacking—hydro-mulch and crimped straw are prohibited. A hydro-seeder must be readily available, and all materials must be free of noxious pests. Performance is subject to strict inspection protocols, with payment only issued for completed and accepted work, and no retainage withheld though payments for specific locations may be delayed until final inspection. Bids are evaluated on a lowest responsible bidder basis, with responsibility determined by financial stability, past performance, experience, and completeness of proposal.
