The Air Force Flight Test Center's Electronic Warfare Directorate plans to award a sole source indefinite delivery/indefinite quantity contract to Lockheed Martin Aeronautics Company to support the development, operation, and maintenance of the Air Force Electronic Warfare Evaluation Simulator (AFEWES). This contract will primarily be firm fixed price with some cost plus fixed fee and cost reimbursable elements. AFEWES is a hardware-in-the-loop test facility based at Air Force Plant 4 in Fort Worth, Texas, which creates and validates high fidelity threat simulators used to test the effectiveness of electronic warfare systems against radar and infrared guided threat systems such as surface-to-air and air-to-air missiles. The program encompasses all phases of electronic warfare threat countermeasure evaluation, including design, security, testing, operation, maintenance, and documentation for Department of Defense and allied military customers. Lockheed Martin currently holds the contract supporting AFEWES and is expected to continue given their unique expertise, demonstrated performance, and necessary facilities and processes. The Government emphasizes the critical need for continuity of service to maintain essential knowledge and operational capabilities without mission degradation amid evolving real-world demands. The proposed award will cover a three-year base period with two optional one-year extensions, spanning from January 1, 2005 through December 31, 2009. Due to the sensitive and highly technical nature of the work, personnel must hold a Top Secret/Sensitive Compartmented Information clearance upon contract award. Additionally, export control restrictions apply, limiting participation to qualified U.S. contractors registered with the Defense Logistics Services Center. While this is a sole source action using an exception to full and open competition, parties with relevant past experience in RF and infrared threat simulation development, especially related to AFEWES assets, are invited to express interest. The Government will evaluate responses to determine if full competition is warranted but is under no obligation to do so. The goal is to ensure seamless support of the EW evaluation simulator program without interruption, preserving mission-essential capabilities for U.S. and allied forces.
