The Naval Air Systems Command plans to establish a Basic Ordering Agreement (BOA) with Rockwell Collins, Incorporated, specifically their Government Systems division in Cedar Rapids, Iowa. This agreement will facilitate the issuance of firm-fixed-price, cost-reimbursement, and time-and-material orders for various supplies and services related to the AN/ARC-210(V) Electronic Protection (EP) radio family. The scope includes test and integration support, engineering improvements and studies, preparation and validation of engineering change proposals, repair and modification of radios and components, technical documentation, development of support equipment, logistics support, training, and technical manuals. Rockwell Collins is uniquely positioned to fulfill this contract as the sole designer, developer, and qualified manufacturer of the AN/ARC-210(V) radio-transmitter and controllers, which necessitates awarding the BOA on a sole source basis under applicable statutory and regulatory provisions. The anticipated duration of the BOA covers a three-year base period, during which Rockwell Collins will provide critical maintenance, upgrades, and support for the Navy’s communication radios and associated systems. Although this is a sole source acquisition, the Naval Air Systems Command allows interested parties to express their capability and interest for consideration. The contract falls under NAICS code 334290 and is managed from Patuxent River, Maryland, with Rebecca J Wathen serving as the contracting officer. This arrangement ensures continued operational readiness and technological support for the Navy’s vital communication infrastructure.
