The Naval Research Lab requires three specific electronic components: a Fiber Optic Start Synchronizer Unit, a Remote Switch Attenuator Unit, and a Signal Source Unit. These components were custom developed by Electronic Design & Consulting Services to meet the precise specifications of the NRL and are currently in use within multiple operational communications systems. The procurement is being conducted under the authority of the Department of the Interior, through Gov.Works, and follows the Federal Acquisition Regulation (FAR) Part 12 guidelines for acquiring commercial items. The government intends to negotiate exclusively with Electronic Design & Consulting Services, citing FAR 6.302-1 for sole source procurement, as no competitive process is being undertaken. The contract highlights the essential requirement that each electronic component must conform strictly to the original specifications to ensure accurate and reliable measurements during system development and integration testing. The solicitation was posted on April 12, 2005, and any inquiries must be submitted by the close of business on April 21, 2005. The acquisition is managed by the Acquisition Management Division of the Department of the Interior, located in Sterling, Virginia.
