Modification to synopsis for N00039-04-R-0001

The Space and Naval Warfare Systems Command (SPAWAR), on behalf of the Multifunctional Information Distribution System (MIDS) International Program Office, awarded two contract modifications involving Engineering Change Proposals to Data Link Solutions and ViaSat Incorporated. These modifications, structured as cost-plus-incentive-fee, cost-plus-fixed-fee, and firm fixed price agreements, focus on pre-planned improvements to the MIDS Low Volume Terminal (LVT). The primary objective is to migrate the MIDS LVT to a Joint Tactical Radio System (JTRS) software communications compliant architecture, resulting in the creation of the MIDS JTRS terminal. The development and pre-production efforts under these modifications include collaboration between the two vendors to develop MIDS JTRS modules, integrate new capabilities such as Enhanced Modular Functionality and Common Link Integration Processing, support platform and ancillary equipment integration, create power amplifiers for additional channels, develop JTRS Link-16 waveforms, and provide support for production transition. The contract modifications were awarded on December 23, 2004, following a limited competition process in accordance with federal acquisition regulations.
