The United States Army Contracting Command at Aberdeen Proving Grounds plans to award a sole source modification contract to Lockheed Martin MST for continued interim contractor support and contractor support services for the AN/TPQ-53 Radar systems. This contract will extend work under the existing Low Rate Initial Production contract and includes support for four Non Recurring Engineering and thirty-two Initial Production radar systems. The effort will be conducted under a Cost-Plus-Fixed-Fee arrangement with a performance period of twenty months. Due to the proprietary nature of the technical data required and Lockheed Martin's unique capabilities, the acquisition will be sole sourced, as competition is precluded. The contract, assigned number W15P7T-12-C-C015, is expected to be awarded by January 31, 2015. Market research confirmed that only Lockheed Martin MST can meet the government’s requirements within the specified timeframe. The Army does not possess the technical data rights for the radar systems, further justifying the sole source decision. Although this announcement is for informational purposes and is not a request for proposals, all responses received within 15 days of the synopsis publication will be considered. Questions regarding the acquisition can be directed to the Contracting Officer, Jim Farnsworth.

The United States Army Contracting Command - APG, Aberdeen Proving Grounds, Maryland 21005-1846, intends to solicit, negotiate, and award a sole source modification with Lockheed Martin MST, P.O. Box 4840, Syracuse, NY 13221-4840, under the authority of 10 U.S.C. 2304(d)(1)(B) and FAR 6.302-1, as per Justification and Approval (J&A) Control Number 15-C010. A Cost-Plus-Fixed-Fee (CPFF) contract will be utilized for this effort, which is for the procurement of interim contractor support (ICS) and Contractor Support Services (CSS) for currently fielded AN/TPQ-53 Radar systems including four (4) Non Recurring Engineering (NRE) and thirty two (32) Initial Production (IP) Radar Systems. The intent of this action is to increase the scope of work to the Low Rate Initial Production (LRIP) Contract W15P7T-12-C-C012. The period of performance will be twenty (20) months. Market research has determined that only Lockheed Martin MST possesses the unique capabilities to satisfy the Government's requirements for this proposed contractual action during the specified period of performance. The Government does not own the technical data package. The complexity of this support requirement and the lack of technical data and associated rights preclude introduction of competition for this contract action. This synopsis is provided for informational purposes only and is not to be considered a request for proposal (RFP). However, all responses received within fifteen (15) days after the publication of this synopsis shall be considered by the Government. The contract number assigned to this requirement is W15P7T-12-C-C015. This effort has an estimated contract award date of 31 January 2015. If you have any questions or concerns regarding this acquisition, please contact Contracting Officer Jim Farnsworth at +1 (555) 000-0000 or contact@example.gov
