The purpose of the Human Portable Radiation Detection Systems (HPRDS) program is to design, develop, enhance, and produce the next generation of handheld, backpack, and other HPRDS units. The primary technical mission associated with the development of these HPRDS units is accurate and rapid detection, identification, and reporting of threat material and objects including nuclear weapons, components of nuclear weapons, improvised nuclear devices, and radionuclides that can be used to manufacture a radiological dispersal device (RDD), with sufficient discrimination to separate innocent radiating materials from threat materials. In particular, the HPRDS program will pursue improvements (display and controls, connectivity, weight, algorithm performance, and isotope identification) in scintillation and semiconductor radiation detectors through spiral development. The Department of Homeland Security (DHS), Domestic Nuclear Detection Office (DNDO) may make multiple awards of Indefinite Delivery / Indefinite Quantity contracts, each with a period of performance of one base year and four option years. It is anticipated that each contract will include Cost Plus Award Fee (CPAF) and Firm Fixed Price (FFP) Contract Line Item Numbers, (CLINs). The availability of the solicitation will be limited to this electronic medium only (FedBizOpps). Request for copies of the solicitation will be disregarded without notice to the requestor. No phone requests will be accepted and no solicitation will be available for pick-up. It is the responsibility of the recipient to ensure that the solicitation is received from the internet in its entirety. The publication of this notice or the solicitation does not obligate the Government to make any award. The solicitation will be posted approximately 15 days after the date of this notice.
