The National Institute of Standards and Technology (NIST) plans to negotiate a sole source contract with PI (Physik Instrumente), LP, located in Auburn, Massachusetts, for the purchase of three LISA Piezo Nanopositioning Stage/Actuators (model P-753.11C) and one 4-axis Digital Piezo Controller (model E-710.P4L). The procurement is justified by the critical need for compatibility with existing systems, as NIST currently uses the same piezo and controller set in other optical instruments and has invested significant resources in developing related control software. This ensures interchangeability for diagnostics, repair, and system integration, reducing testing and development time. Delivery is required FOB Destination to NIST in Gaithersburg, Maryland, and is to be completed according to the contractor’s commercial schedule. The acquisition falls under NAICS code 334519, with a size standard of 500 employees. The government retains discretion over whether to seek competition based on any responses received, although this notice is not a solicitation or request for competitive quotations. Responses submitted by July 5, 2006, will be considered to help determine if a competitive procurement is warranted. The point of contact for this acquisition is Albert J Petto Jr., Contract Specialist at NIST.

Full Description

The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with PI (Physik Instrumente), LP, of Auburn, Massachusetts, for the acquisition of three (3) LISA Piezo Nanopositioning Stage/Actuator, 12um, Capacitive Direct Metrology, LEMO part number P-753.11C and one (1) 4-axis Digital Piezo Controller, High-Speed Parallel Port,Cap.Sens., Dig Linearization, Multiaxis Coord, Transform., LEMO Part Number E-710.P4L. *****Sole source determination is based on the need for compatibility. NIST is using the same piezo and controller set in two other optical systems. NIST has already invested significant resources developing the control code and computer interface requirements for this piezo stack. In addition, NIST requires this piezo stack since NIST can readily use the existing code and interchange the stacks for diagnosis and repair purposes. This saves considerable amount of testing and development time when something goes wrong or in diagnosing either a hardware problem or a glitch in software. We are using the same piezo set in other instruments. Interchangeability of this piezo set is an absolute requirement. ***Delivery shall be FOB DESTINATION and be completed in accordance with the Contractor's commercial schedule. *** *** As defined in the Federal Acquisition Regulation, (FAR), FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Gaithersburg, Maryland, 20899-0001. *** *****The North American Industry Classification System (NAICS) code for this acquisition is 334519, and the size standard is 500 Employees. ******A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by July 5, 2006 will be considered by the Government.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
