AI Contract Overview

The U.S. Army is seeking to procure a single Monitor and Control (M&C) subsystem for the Regional Hub Node (RHN) Satellite Communications equipment located in Landstuhl, Germany, along with an M&C Prescribed Load List Spare Kit and New Equipment Training at the same site. This acquisition involves replacing the existing M&C subsystem integrated with the General Dynamics (GD) antenna system, part number 9mKXK-12941, which is approaching obsolescence. The contract includes on-site installation with a firm fixed price structure and a period of performance of 150 days from the award date. Due to the proprietary nature of the technical design and lack of accessible design schematics, General Dynamics Satcom Technologies is the only viable source capable of performing the work without significant delays, as any other provider would require extensive reverse engineering, potentially delaying efforts by at least eight months. Furthermore, the replacement effort necessitates updating the High Power Amplifier Controller within the Antenna Hub, requiring new switching equipment and a waveguide replacement, all of which demand detailed knowledge of the antenna’s wiring that only General Dynamics holds. Although all responsible sources may submit proposals or capability statements, the specialized technical requirements and integration complexity underscore the necessity of contracting with General Dynamics to avoid costly schedule impacts. The contracting office handling this procurement is the Army Contracting Command at Aberdeen Proving Ground, Maryland, with a designated contract specialist available for contact.

Full Description

The U.S. Army intends to procure quantity (1 each) Monitor and Control (M&C) subsystem for the Regional Hub Node (RHN) Satellite Communications (SATCOM) equipment at Landstuhl, Germany, quantity (1 each) M&C Prescribed Load List (PLL) Spare Kit at Landstuhl, and New Equipment Training (NET) at Landstuhl. The Government requires replacement of the current M&C subsystem that is part of the GD antenna system part number 9mKXK-12941 that is part of the Regional Hub Node (RHN) Satellite Communication equipment used at Landstuhl. This effort includes on-site installation. The Period of Performance for this effort is 150 days After Contract Award. The resulting contract will be Firm Fixed Price (FFP) contract type. The proposed source is General Dynamics Satcom Technologies, Inc., 4825 River Green Parkway, Duluth, Georgia 30096. General Dynamics is the only source with the knowledge of the technical design requirements of its 9mKXK-12941 antenna system. The Government does not possess drawings/schematics that detail vital design information that would enable any other source to replace the Monitor &Control (M&C) Subsystem, which is nearing obsolescence. The integration of hardware and software changes that are necessary to replace the M&C Subsystem are tightly coupled and therefore only a source with extensive knowledge of this antenna system can accomplish the required efforts without extensive delays. Any other source would need to reverse engineer GD's antenna system to understand its design before it could implement the required M&C replacement and this would result in delays of at least 8 months. Additionally, to complete the proposed effort it will be necessary to replace the High Power Amplifier Controller in the Antenna Hub. This will require new switching equipment and a new waveguide to replace the existing waveguide runs. Detailed knowledge of the Antenna Hub wiring is required to perform this modification; and only GD possesses that knowledge. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Tactical Communication Systems - Procurement, Services & Sustainment (TCS-PSS) Call for Solutions
Solicitation # CSO-ARMY-TCS-PSS-2027
The Department of the Army is establishing a 10-year enterprise acquisition framework titled Tactical Communication Systems Procurement, Services and Sustainment (TCS-PSS) to modernize secure tactical communication capabilities. Conducted as a Commercial Solutions Opening under DFARS Subpart 212.70, this initiative seeks a combination of single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contracts and Other Transactions (OTs). The scope encompasses the procurement, integration, and lifecycle sustainment of hardware, including radio transceivers and vehicle-mount installation kits for ground and aviation platforms, as well as software support, configuration management, and obsolescence planning. All solutions must integrate with the Next Generation Command and Control (NGC2) transport layer and meet rigorous security standards, specifically requiring NSA High Assurance certification or Sensitive but Unclassified-Encrypted (SBU-E) qualification. A critical technical requirement is the transition to Post-Quantum Cryptography (PQC). The government will not procure National Security System hardware after December 31, 2026, that is incapable of utilizing post-quantum algorithms, with a goal of achieving NIST validation by the end of 2030. SBU-E validation must meet FIPS 140-3 level 2, with a plan to reach level 3 by December 31, 2031. The procurement is open to all qualified large and small businesses, with no dedicated set-asides. Interested vendors must submit a white paper of no more than 15 pages or slides by December 14, 2026. These submissions serve as a preliminary screening gate, with final awards determined in a subsequent detailed proposal phase. Rough Order of Magnitude pricing should be based on a notional annual delivery of 5,000 radios.
