This procurement aligns with the Veterans Benefits, Health Care, and Information Technology Act of 2006 and complies with VA Acquisition Regulation (VAAR) 819.7007, which governs sole source awards to SDVOSBs. The anticipated contract value is under $5 million, meeting all regulatory requirements including synopsis under FAR Part 5, contractor responsibility, and fair and reasonable pricing. The contracting officer retains discretion over the decision to award sole source without requiring a determination that no other SDVOSB can perform the contract, provided the selected business is verified through the Vendor Information Pages database. This notice is not a solicitation for competitive quotes nor does it invite telephone requests, but other vendors believing they can meet the contract requirements were invited to submit written evidence by May 16, 2016, for consideration. The government reserves full discretion in evaluating any responses and may proceed with sole source negotiations with MJL Enterprises if no suitable alternatives are identified.
