The Mission and Installation Contracting Command at Yuma Proving Ground, Arizona, plans to award a firm-fixed price contract on a sole source basis to Raytheon Company for the acquisition of one N3 remote encoding package, a full motion video dissemination system. This system, developed by Raytheon specifically for the U.S. Army, enables the transmission and exploitation of sensor data across various locations and command levels at USAYPG. Raytheon holds exclusive proprietary rights to the software integral to the N3 system, which is custom-built and cannot be maintained or replicated by other vendors without significant reverse engineering and redevelopment. The contract, classified under NAICS code 334290, includes a single line item to procure one unit of this specialized equipment. The acquisition will be conducted under the Federal Acquisition Regulation Part 13 and is not open for competitive proposals. Interested parties with the capability to meet the requirements were invited to demonstrate their qualifications by a specified deadline, though the government retains sole discretion to proceed without competition. Potential vendors were advised to independently research the system specifications, as proprietary details are protected and not disclosed. This approach ensures continuity and support for a system critical to the Army's operational capabilities at Yuma Proving Ground.
