The U.S. Geological Survey intends to award a sole source, firm fixed-price purchase order to Telonics, Inc. for the procurement of nine TGW-4680-3 GPS/Argos systems for caribou and nine CR-2A collar release mechanisms. This acquisition is being conducted under the authority of FAR 13.106-1(b) to ensure uniformity in collar function and fit, as well as to maintain compatibility with existing programming software and satellite data plans. Utilizing a different vendor would require additional government expenditures for new hardware, software, and data interfaces, leading to reduced efficiency in data processing. This presolicitation notice, identified by solicitation number G15PS00554, is not a request for competitive quotations. However, interested firms capable of meeting the requirements were given until June 26, 2015, to submit written capabilities statements for consideration. The final determination regarding whether to compete the purchase order remains at the sole discretion of the government.

The U.S.G.S intends to award a sole source, firm fixed-price purchase order to Telonics, Inc. of Mesa, AZ. This contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Requirement is to provide 9 ea TGW-4680-3 GPS/Argos system for caribou; 9 ea CR-2A collar release mechanism. Additionally, in order to have uniformity in collar function and fit, as well as maintain compatibility with current programming software, we need to purchase collars of the same make and model as existing inventory. To purchase collars from a different company for this project, the USGS will need to spend additional funds and resources to buy new software and hardware to interface with the collars, new data plans to acquire data via satellite system, as well as increased time and reduced efficiency in processing collar data. This notice of intent is not a request for competitive quotations; however, any firm who believes it is capable of meeting USGS requirement as stated herein, may submit a response/capabilities statement, by 1500 hrs PDT, 26 June 2015, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.

D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
