The U.S. Fish and Wildlife Service (USFWS) intends to award a sole-source contract to Telonics Inc., located in Mesa, Arizona, to supply 45 Platform Terminal Satellite Transmitters (PTTs). This includes 33 implantable PTTs weighing 42 grams each with a transmitting duration of 1,400 hours, and 12 external PTTs weighing 29 grams each with a transmitting duration of 930 hours. All units will feature software capable of supporting multiple duty cycles throughout the calendar year. Telonics was chosen because their products have demonstrated high reliability in field tests with similar marine bird species and offer a favorable balance of lightweight design and transmission time. Additionally, their transmitters can be configured for the two attachment methods required—sterile implants and external tail feather taping. This notice serves as an announcement of USFWS’s intent to award this contract under FAR 6.302-1, which justifies a sole-source award due to the unique capabilities of Telonics' products that meet the agency’s specific requirements. The contract is classified under NAICS code 334511, covering search, detection, navigation, guidance, aeronautical, and nautical system and instrument manufacturing. The notice clarifies that it is not a solicitation for proposals or bids and that no solicitation will be issued. It is informational only, with no obligation by the government to pay for any costs incurred in response. Questions related to the notice may be directed to the issuing office via email.
