The Space and Naval Warfare Systems Center Atlantic is seeking information on advanced dual-use clinical, scientific, and industrial technologies to support the Air Force Medical Service's initiative focused on countering directed energy weapons (DEW). This initiative aims to develop capabilities that can track and monitor reconfigurable materials and technologies used in clinical and bioscience directed energy applications, sense and detect directed energy sources capable of being weaponized, protect personnel, equipment, and facilities from such threats, and assist in real-time diagnosis and treatment of affected casualties. Technologies should sense and characterize multiple electromagnetic energy sources, including lasers, radiofrequency, high-power microwaves, and emerging DEW types like electro-lasers and plasma beams. The desired sensor system must be portable, rugged, and wearable or deployable across various platforms, with an operational life expectancy of at least ten years, including upgrades and maintenance. Responses to this request for information (RFI) are invited by March 28, 2012, with submissions including company details, product descriptions, and relevant cost information, excluding proprietary data as all submissions will be public. This RFI is solely for information gathering and planning and is not a solicitation or a basis for contract award; no payments will be made for submitted information. Interested parties may be contacted for further details based on their initial input. Questions related to technical matters should be directed to the technical point of contact, while contract inquiries are to be addressed to the designated contract officer.

The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic, Code 6.3.3.0 is seeking information on dual-use clinical, science, and industrial technologies for an Air Force Medical Service (AFMS) Counter-Directed Energy Weapons (DEW) Medical Capabilities initiative that will: (1)track/monitor re-configurable materials, sources, and technologies used in clinical and bio-science directed energy applications, (2) sense and detect directed energy materials, sources, and technologies able to be re-configured and applied as weapons, (3) capabilities to protect our troops, equipment, and facilities against such threats, and prevent related exposures, and (4) provide the capability to assist in the diagnosis, acute treatment, and clinical management of casualties as they occur with real-time or near-real time information. To meet AFMS Counter-DEW requirements, the technology must have the capability to sense/detect multiple electromagnetic (EM) energy sources (lasers, radiofrequency (including all high-power microwave sources), and plasmas.) almost instantaneously. The proposed system must be able to characterize sources of directed energies (i.e. laser, RF) and future DE (electro laser, HERF, microwave, plasma, particle beams, and pulsed energy projectile) sources in order to provide an appropriate assessment of the potential threat to Airmen, equipment, and facilities. This sensor system must be in the form of a portable, hand-held device for quick and easy access, wearable on person or LBE (load-bearing equipment) gear; portable on LBE; and deployable on a variety of platforms in order to provide mobility and accessibility. The system should also be ruggedized for a multitude of field conditions. The Counter-DEW system is expected to function for a minimum of 10 years, which will include periodic upgrade, maintenance, and enhancements. SUBMITTALS All information received will be treated as public knowledge; therefore, vendors should not submit proprietary information in response to this RFI. Specific information sought includes: 1. Company information, including name, address, and URL. 2. Whether the company is a manufacturer or distributor. 3. A point of contact for follow-up information, and the point of contacts phone number and e-mail address. 4. A brief description (75 words or less) of capabilities and existing or related products. 5. Any relevant cost information such as purchase price and General Services Administration (GSA) schedule information. Email your technical questions to the technical point of contact Mr. Robert Rozar at contact@example.gov.
