AI Contract Overview

The Space and Naval Warfare Systems Command intends to award a sole source hybrid Cost Plus Fixed Fee and Firm Fixed Price contract to Forward Slope Incorporated for hardware and engineering services in Uganda. The project involves the procurement and integration of two ForTRAK Ground Surveillance Systems, one ForSEA Maritime Surveillance System, and one FORCOMM Command and Control trailer. Additionally, the contractor will upgrade existing surveillance and command trailers to enable remote monitoring and control, provide associated spare parts, and deliver engineering services for installation, testing, training, and technical assistance. The contract is expected to have a performance period of 24 months and is being awarded under the authority of FAR 6.302-1 due to Forward Slope Incorporated's unique technical knowledge of the original installation and the restricted access to sites controlled by the Ugandan People's Defense Force and the Africa Union Mission to Somalia. These factors make the company the only responsible source capable of completing the requirement without causing unacceptable delays or duplication of costs.

The Space and Naval Warfare Systems Command (SPAWAR), in support of the Program Executive Office (PEO) Command, Control, Communications, Computers and Intelligence (C4I) International C4I Integration Program Office (PMW 740), intends to award a sole source hybrid Cost Plus Fixed Fee(CPFF)/Firm Fixed Price (FFP) contract to Forward Slope Incorporated (FSI), (Cage: 1KU93), 2020 Camino Del Rio N Ste 400, San Diego, CA, 92108-1543. This contract will be for the following effort in Uganda: procure and fully integrate two (2) additional ForTRAK Ground Surveillance System (GSS), one (1) ForSEA Maritime Surveillance System (MSS) and one (1) FORCOMM Command and Control (C2) trailers; upgrade the existing GSS and MSS trailers; upgrade the existing C2 trailer to provide ability to monitor and control all of the equipment remotely; procure associated spares; and provide associated engineering services for in-country installation, integration, test, training and technical assistance. The CPFF/FFP contract is anticipated to have a period of performance of 24 months. FSI is the only company with the unique knowledge of the design, integration, and specialized equipment delivered in the original installation and subsequent repairs tailored to meet the unique local operational and environmental requirements. It is important to note, that the USG cannot guarantee another vendor access to the existing EPSS to perform site surveys due to the location of the system controlled by Ugandan People's Defense Force (UPDF) and Africa Union Mission to Somalia (AMISOM), and not the USG. No other firm is capable of meeting the requirement without unacceptable delay or duplication of cost. The Government intends to award this CPFF/FFP contract under the authority of FAR 6.302-1 Only One Responsible Source. Responses to this notice should be directed to Kristin White at contact@example.gov with the subject "RFP N00039-16-R-0026". This notice is also posted on the SPAWAR e-Commerce website at: https://e- commerce.sscno.nmci.navy.mil. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR A SOLICITATION OF OFFERS.

Solicitation # CMDSAWARDEESONLY
This solicitation, issued by the Naval Information Warfare Systems under the Department of Defense, is restricted to CMDS MAC Awardees. The objective is to secure a contractor to provide enterprise-level IT solutions in support of Navy or DW operations. The government intends to award a hybrid contract consisting of Firm-Fixed Priced, Cost-Plus-Fixed-Fee, Level of Effort, and Cost-Only task orders. The award will be granted to the Highest Technically Rated Offeror (HTRO) with a fair and reasonable price, noting that technical factors are significantly more important than cost and no trade-offs between technical ratings and price are permitted. The evaluation process begins with two non-weighted gate criteria: verification of an active Top Secret facility security clearance and a review of corporate experience regarding recency, magnitude, and scope. Proposals that pass these gates are evaluated on technical factors, with the Technical Scenario Response being the most important, followed by the Staffing Plan and Personnel Matrix. Cost and price realism analysis will only be performed for the HTRO. Proposals must be submitted by November 6, 2026, and must include specific attachments such as a transition-in plan, corporate experience templates, and a signed Section K. All submissions must be unclassified and adhere to strict formatting and page limits.
