DLA Aviation Philadelphia is seeking contractors capable of providing labor, materials, and facilities necessary to manufacture an electronic unit (NSN 016511260, P/N 1189230-101) for the P-8 Aircraft. The government plans to source this procurement under a non-competitive process authorized by FAR 6.302-1, intending to negotiate with either a single or limited number of responsible vendors. Since the government lacks the data needed to produce the item internally, interested parties are invited to express interest and submit capability statements within 15 days of the notice. However, this solicitation is not a request for competitive proposals, and the decision to engage multiple sources is at the government's discretion. Only sources approved by the government will be solicited, and potential new suppliers must comply with source approval requirements outlined in the Source Approval Information Brochure for Spares. The approval process is typically lengthy and awards will not be postponed while approval is pending. Contractors who are not already approved need to submit additional documentation as part of their proposal. The procurement falls under NAICS code 334290 and is managed by the Navsup Weapon Systems Support office at the Department of Defense in Philadelphia, PA. Further information and guidance on submitting source approval requests are accessible online, with Keli Barish serving as the point of contact.
