The contract involves the development of the Multifunction Electronic Warfare (MFEW) system, designed as a system of systems to provide electronic attack and electronic warfare support capabilities to the Brigade Combat Team. This system will include multiple variants tailored for aerial, mounted, dismounted, and fixed site applications. The program is progressing toward a Milestone B decision expected in fiscal year 2017. Prior to this milestone, the Product Manager for Counter Radio-Controlled Improvised Explosive Devices Electronic Warfare (PdM CREW) is developing the system's architecture under the Modular Open System Architecture framework. This approach aims to facilitate ease of hardware and software upgrades, maximize component commonality across the different variants, and enable scalable capabilities depending on variant size. As part of the development process, PdM CREW is disseminating Requests for Information (RFIs) to industry stakeholders to share draft architectures and solicit feedback to refine the functional design of the MFEW system. This contract notice represents the first release of the functional architecture and invites industry comments by April 24, 2014, directed to the named contact. The RFI explicitly states it is not a solicitation for proposals, nor does it create any obligation for government procurement or funding. Responding to this RFI does not entitle contractors to payment, and no funds have currently been authorized or appropriated for this effort. The effort is managed through the Department of Defense, specifically at the Aberdeen Proving Ground in Maryland.

The Architecture will allow easy upgradability of hardware and software, maximize commonality of components between variants and allow scalability to increase or decrease capability depending on the variant size. Periodically, PdM CREW will release RFIs to industry of Draft Architectures in order to keep industry informed and solicit comments for inclusion into the architecture. This is the first release of the Functional Architecture for MFEW. Please provide comments to the MFEW Functional Architecture, Architectures you have used in the past and other comments by to: Steve Abbott contact@example.gov +1 (555) 000-0000 All comments are due by 24 April 2014.
