The purpose of this Request for Information (RFI) is to collect Market Research Information and industry expertise for the purpose of gathering information which may or may not be used to develop a Performance Work Statement (PWS), or Statement of Objectives (SOO). The Government considers information on market capabilities, common industry standards, latest technological advances, commercial terms and conditions, timelines for adaption and integration, pricing, and possible suppliers and sources to be helpful. All feedback and information received may be used to determine the appropriate acquisition strategy for a possible future acquisition. This notice is issued solely for market research and planning purposes and does not constitute a request for proposal, request for quote, or invitation to bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. No award will be made from this RFI and the Government will not pay for any effort expended in responding to this notice. WHO MAY RESPOND: All Contractors with current NETCENTS-2 Contracts. QUESTIONS: All questions shall be submitted, via e-mail, to 148fw.msc@ang.af.mil . RESPONSES: Contractors are encouraged to submit information for the questions that follow. This RFI is prepared for planning purposes only and is not restricted to small business. Sources are discouraged from submitting any information deemed competition-sensitive or proprietary. However, if sources elect to submit competition-sensitive or proprietary information, sources bear sole responsibility for marking said information as such to ensure appropriate safeguarding by the Government. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. All submissions become Government property and will not be returned. RFI responses on company letterhead. Responses to this RFI are requested to be received by 17 Jul 2015. Responses are requested for submission electronically to 148fw.msc@ang.af.mil. Additionally, responses may also be sent to Minnesota Air National Guard, 148th Fighter Wing, Base Contracting Office, 4685 Viper Street, Duluth MN 55811 After review of the responses to this RFI, if the Government plans to proceed with an acquisition, a solicitation will be published on AirForceWay (www.afway.af.mil) pending funding availability. It is the potential offeror's responsibility to monitor this site for a future synopsis/solicitation, as they will not be notified. REQUEST FOR INFORMATION/QUESTIONS: Purpose: The 148th Fighter Wing in Duluth Minnesota is seeking information to assist in preparing a Performance Work Statement (PWS), or Statement of Objectives (SOO) for a turnkey Mission Voice Platform communications system. Initial Objective: Two (2) operator position console at one location in Duluth Minnesota at the 148th Fighter Wing with future expansion capabilities of a Mission Voice Platform communication system that will integrate and interface with local AF Air National Guard networking infrastructure; telephone/voice capabilities; military tactical and non-tactical radio communications systems (UHF/VHF), to include recordability and expansion capabilities to red/black system. - Are there any other aspects that we need to consider before contracting for this service? - Are there any comments concerning the NAICS and SBA size standards chosen for this RFI? - What would be an estimated price range of implementing a system like this at an Air National Guard base? - What would a contract for a system of this nature require in the terms of people (install), equipment, tech support (initial or ongoing), all of the above? - Are these severable (are we able to buy just the equipment or just the tech support)? Optional Site Visit: A site visit will be conducted for this RFI on 7 Jul 2015 at 10:00 AM. For access to the Base, a Fighter Wing Form 66 must be completed and a background check will be conducted prior to entry. Form is send on request. This form must be returned to 148fw.msc@ang.af.mil by Close of Business 29 June 2015. If the site visit date does not work but you wish to participate nonetheless, please coordinate a site visit with MSgt Fisher at 148fw.msc@ang.af.mil.
