H--CALIBRATION OF MULTIPLE CRITICAL VENTURI SYSTEMS

NASA/LARC has a requirement for Calibration of (2) multiple critical venturi (MCV) systems. NASA/LARC intends to purchase the items from COLORADO ENGINEERING EXPERIMENT STATION, INC (CEESI). CEESI is the exclusive calibration service provider capable of meeting the unique calibration requirements of this system. They are familiar with the systems, and ensuring a current high quality calibration by an ISO 17025:2005 accredited entity is crucial to meet NTF data quality requirements. Selecting another vendor could compromise the MCV systems data quality, and force NASA to expend considerable time and resources in resetting the system back up to par. The MCV data quality would be questionable resulting in customer dissatisfaction and potential loss of the experiments being planned. It would take substantial duplication of resources and time for another source to provide the required calibratin, and this additional expense is not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:30 p.m. local time on 07/27/2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
