The United States Special Operations Command (USSOCOM) intends to award a sole source contract to Raytheon Network Centric Systems, Fort Wayne, Indiana, for the production of the Rugged Embedded National Tactical Receiver (ENTR) Device (RED). The contract requires the RED to comply with the performance specifications dated June 1, 2005, and to feature an additional second serial channel. Raytheon is the sole developer and provider of this proprietary device, which makes them uniquely qualified to meet the government's needs. The objective is to facilitate immediate production without schedule delays or additional costs beyond the procurement of the RED system itself. This announcement is not a formal request for proposals but a notification that the government may award the production contract imminently. Interested parties are invited to submit their information within 30 days, with all communications strictly via email directed to the contracting officer at USSOCOM headquarters in Tampa, Florida. Telephone inquiries will not be addressed. The contract supports the Department of Defense's efforts under NAICS code 334290, and the performance and procurement processes aim to ensure readiness and operational capability of the tactical receiver system for special operations forces.
