The Marine Corps Systems Command plans to issue a sole source modification to the existing contract with Northrop Grumman Systems to significantly increase the ceiling for Engineering Services and Support hours, expanding from 10,000 to 50,000 hours. Additionally, a new line item will be added for the procurement of an extra Ground/Air Task Oriented Radar (G/ATOR) Engineering Development Model (EDM). The G/ATOR program serves as a unified solution addressing the Multi-Role Radar System and Ground Weapons Locating Radar requirements through an evolutionary acquisition approach composed of four incremental capability developments. Northrop Grumman was initially awarded Increment I for System Development and Demonstration in 2007, with funding originally allocated for a single EDM. However, additional funding has since been acquired to procure a second EDM to reduce risks related to schedule, testing, and future increment developments. This modification is pursued under sole source authority as defined in 10 U.S.C. 2304(c)(1) and FAR Part 6.302-1, given no competitive proposal process or Request for Proposal is available. The contract increase and added procurement aim to enhance program schedule robustness and ensure continued advancement of the radar capabilities vital to Marine Corps operations. The contract modification reflects the evolving needs based on program funding and acquisition strategy, maintaining continuity with Northrop Grumman as the prime contractor due to their prior performance and development work on the program.

Marine Corps Systems Command intends to issue a sole source modification to Contract Number M67854-07-C-2072 with Northrop Grumman Systems, 1580A W. Nursery Road, Linthicum Heights, MD 21090 to increase the ceiling on the Engineering Services and Support CLIN from 10,000 hours to 50,000 hours and add a line item for an additional Ground/Air Task Oriented Radar (G/ATOR) Engineering Development Model (EDM). The G/ATOR program is a single materiel solution for the Multi-Role Radar System (MRRS) and the Ground Weapons Locating Radar (GWLR) requirements. It is structured as an evolutionary acquisition program consisting of four discrete increments. Each increment builds upon the capabilities of the preceding increments. Northrop Grumman was competitively awarded the Increment I System Development and Demonstration in March 2007. At the time of award, funding was available to purchase one (1) EDM. Since then, funding has been received to purchase an additional EDM to ! mitigate schedule, testing, and follow-on increment development risk. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1. No RFP is available for competitive proposals. Numbered Note 22 applies.

Marine Corps Cyberspace Environment (MCCE) Operational Support Services (OSS) and Enterprise Artificial Intelligence (AI) Integration
Solicitation # M6785426I4208
The Marine Corps Systems Command (MARCORSYSCOM) is conducting market research via Request for Information M67854-26-I-4208 to identify commercial partners for the Marine Corps Cyberspace Environment (MCCE) Operational Support Services (OSS) and Enterprise Artificial Intelligence (AI) Integration. The primary objective is to secure skilled, professional IT touch-labor services under a Government-Owned, Government-Operated, Contractor-Supported (GOGOCS) model. While the focus remains on providing DCWF-certified personnel, the government is seeking innovative ways to integrate AI and automation as embedded components of the service delivery model to increase operational efficiency and reduce manual labor costs over time. The government is specifically exploring service-based ordering models, such as procuring hours of service or specific outcomes rather than individual labor categories. For pricing purposes, any contractor-provided proprietary tooling costs must be included within fully burdened labor rates, as this is a services acquisition. Interested respondents must submit a capabilities narrative limited to five pages, a vendor comment matrix in Excel format with a 300-word limit per cell, and optional supplementary materials not exceeding fifteen pages. The current response deadline is November 3, 2026, at 1:00 P.M.
