EPA is inviting RFID vendors to participate in a program aimed at testing innovative RFID tagging and system solutions for shipping specific chemicals and materials from generators to receivers, incorporating multiple checkpoints including cross-border locations in North America. The project demands advanced capabilities, such as capturing tag data within an information management system and achieving a read range of 5-10 feet with a 100% read rate through various challenging media including metal, liquids, solids, and viscous substances. Tags must withstand harsh environmental conditions like heat, humidity, impact, vibration, acids, dirt, and radiation. Key requirements also include individual item tagging within pallet configurations, tracking through multiple storage facilities and transport firms, and maintaining robust system security. Vendors are given flexibility in designing tag configurations and selecting tag types, with an emphasis on innovative solutions to meet these stringent challenges. This initiative is conducted under the EPA's Environmental and Sustainable Technology Evaluation (ESTE) and Environmental Technology Verification (ETV) programs, involving partial cost-sharing and targeting high-risk needs with significant visibility. The EPA intends to directly manage verifications for up to 10 selected vendors, with testing results to be verified by the agency and subsequently published. Interested parties have until October 11, 2005, to submit questions to the designated EPA Associate Director, Janet L. Bearden. This solicitation reflects a unique opportunity for vendors to contribute to advancing secure and reliable RFID technology for critical chemical shipping scenarios.

Full Description

EPA is seeking interested RFID vendors to participate in a program to test a unique use of RFID tags and systems useful in shipping certain chemicals/materials from generator to receiver. The shipping scenario would include checkpoints along the way, including across North American borders. The project offers multiple challenges, including: tag data should be capable of capture in an information management system. Read range should be 5-10 feet, with 100% read capability through metal, lequid, solids, and viscous materials; tags should be resistant to environmental factors, including heat, humidity, impact, vibration, acids, dirt, and radiation; individual item tagging in a pallet packing configuration, with 100% read rate; the use of multiple storage facilities and trucking firms; tracking at choke points along the travel route. System security is vital. Selected vendors would have the freedome to design the tagging configuraiton and the type of tags used, and we are looking for innovative solutions for this difficult shipping scenario. This program is being carried out under EPA's Environmental and Sustainable Technology Evaluation (ESTE)/Environmental Technology Verification (ETV) Program, and is a partial cost-sharing program. The project is targeted to high-risk Agency needs, and will have high visibility. Results of the testing will be verified by the USEPA and will be published. EPA will initiate and directly manage verifications of up to 10 potential vendors. Questions may be submitted to contact@example.gov no later than October 11, 2005. Questions and accompanying answers will be provided to all who have responded.
