The United States Army Contracting Command at Aberdeen Proving Grounds plans to award a sole source contract to Lockheed Martin MST for interim contractor support of the AN/TPQ-53 Initial Production Radar Systems. This contract, anticipated to last 173 days and structured as a Cost-Plus-Fixed-Fee agreement, is issued under the authority permitting a sole source due to Lockheed Martin's unique capabilities. The AN/TPQ-53 radar serves as a critical upgrade and replacement for earlier radar systems, providing advanced counter-battery target acquisition by detecting and locating hostile rocket, artillery, and mortar threats with enhanced range, azimuth coverage, and human-machine interface features. Its mobility and adaptability across varied terrains and conditions make it vital for military operations, with integration into future force information and battle command systems. Market research confirmed that only Lockheed Martin MST can meet the government's requirements for this support during the contract period. While the synopsis is not a formal request for proposals, the government will consider any responses received within 15 days of publication. The expected contract award date is March 31, 2014, and the solicitation is identified by contract number W15P7T-06-C-T004. The United States Army Contracting Command - APG, Aberdeen Proving Grounds, Maryland 21005-1846, intends to solicit, negotiate, and award a sole source contract with Lockheed Martin MST, P.O. Box 4840, Syracuse, NY 13221-4840, under the authority of 10 U.S.C. 2304(d)(1)(B) and FAR 6.302-1, as per Justification and Approval (J&A) Control Number 14-XX. A one-hundred seventy three (173) day Cost-Plus-Fixed-Fee (CPFF) contract is contemplated for this effort, which is for the procurement of interim contractor support (ICS) for currently fielded AN/TPQ-53 Initial Production (IP) Radar Systems. The AN/TPQ-53 Radar System serves as the Army's replacement for the AN/TPQ-36 and 37 radars. The AN/TPQ-53 system capability satisfies known current and future force requirements by interfacing with the global information grid and future force battle command systems. The enhanced capabilities of this radar provides the warfighter with continuous and responsive counter-battery target acquisition for all types and phases of military operations. The AN/TPQ-53 is a highly mobile radar system that detects projectiles in-flight, as well as determines and communicates the firing point location of rockets, artillery and mortar (RAM). It is deployable and capable of operation in varying terrain and climatic conditions. The system provides both 90 and 360 degree azimuth detection coverage against all threats at increased ranges, enhanced human machine interface, ease of programmability, and built-in capacity for growth. It accurately locates and classifies hostile weapon locations at greater ranges and coverage patterns to permit more effective detection and counter-battery fires. Market research has determined that only Lockheed Martin MST possesses the unique capabilities to satisfy the Government's requirements for this proposed contractual action during the specified period of performance. This synopsis is provided for informational purposes only and is not to be considered a request for proposal (RFP). However, all responses received within fifteen (15) days after the publication of this synopsis shall be considered by the Government. The contract number assigned to this requirement is W15P7T-06-C-T004. This effort has an estimated contract award date of 31 March 2014. If you have any questions or concerns regarding this acquisition, please feel free to contact Contracting Officer Laura O'Rourke at +1 (555) 000-0000 or contact@example.gov.
