The Space and Naval Warfare Systems Command intends to enter into a sole-source, Firm-Fixed Price contract with Harris Corporation for the production of the KIK-11 Tactical Key Loader. This ruggedized key management device is designed to support the receipt, storage, and issuance of electronic keys for Department of Defense and other government agency tactical radios and End Cryptographic Units. Harris Corporation was selected as the sole provider due to their proprietary rights to the Sierra II cryptographic module and their unique technical expertise as the original designer. The contract follows a phased procurement approach, beginning with 50 units for first article testing. Upon successful testing, the agreement allows for the production of up to 17,500 units over a five-year ordering period. In addition to new production, the scope of work includes the re-initialization of fielded units and the fulfillment of contract data requirements. While the government is not soliciting proposals, it remains open to information that may challenge the sole-source nature of the requirement.
