The Army Research Laboratory (ARL) is conducting market research to identify companies capable of providing Commercial Off-The-Shelf (COTS) Gunfire Detection System (GDS) modification and upgrade kits compatible with the existing PILAR GDS inventory used by United States Special Operations Command (USSOCOM). The objective is to procure advanced GDS solutions that include the integration of small dome non-tactical arrays into the current M1 Fixed Site (FS) Four Corners system and the M2 Vehicle Mounted (VM) FalconView navigation system without compromising performance. The government plans to evaluate products through a Foreign Comparative Test (FCT) project, focusing on systems that meet or exceed the operational requirements detailed in the Family of Gunfire Detection Systems Operational Requirements Document, particularly concerning performance metrics such as azimuth, range, and elevation. Interested firms are requested to submit detailed responses including company information, recent relevant contracts, capability statements, prior testing documentation, cost estimates, and compliance with FAR Clause 52.219-14 regarding subcontracting limitations. Additionally, audit reports from the Defense Contract Audit Agency (DCAA) or Defense Contract Management Agency (DCMA), if available, should be provided. Responses are due by March 21, 2014, and will inform potential contract awards for test articles and production units aimed at enhancing SOCOM's GDS capabilities with state-of-the-art technology.

THIS IS A REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT to conduct market research and to survey the capabilities and business status of the RFI respondents. The Army Research Laboratory (ARL) is looking for companies with the capabilities and facilities to provide Commercial Off-The-Shelf (COTS) Gunfire Detection Systems (GDS) modification/upgrade kits for the existing United States Special Operations Command (US SOCOM) PILAR GDS inventory. The USSOCOM intends to apply for approval of a Foreign Comparative Test (FCT) project (www.acq.osd.mil/sts/fct) to evaluate candidate GDS modification/upgrade kits. USSOCOM is interested in contracting with vendors who are currently using the most advanced GDS system capabilities to include the integration of small dome non tactical arrays into the existing M1 Fixed Site (FS) and M2 Vehicle Mounted (VM) PILAR systems. The small dome arrays would need to be interoperable (and not degrade performance) with the PILAR M1 FS Four Corners capability and the M2 VM FalconView vehicle navigation capability. The government may decide to acquire for testing purposes one or more vendor products that appear to meet or exceed the criteria stated in the Family of Gunfire Detection Systems Operational Requirements Document. Responses are requested of those suppliers who can provide a small dome non tactical array GDS system modification/upgrade kit capable of integrating with the PILAR M1 FS Four Corners systems and a small dome non tactical array GDS system modification/upgrade kit capable of integrating with the PILAR M2 VM FalconView vehicle navigation capability. 1) Required modification/upgrade kits described above need to be integrated into SOCOM's existing GDS PILAR inventory. 2) Systems need to meet the same performance requirements (azimuth, range, elevation, etc.) of SOCOM's current GDS inventory as defined in the Family of Gunfire Detection Systems Operational Requirements Document. Respondent Requirements: The Government is requesting all interested and qualified firms respond to this RFI notice with the following information: 1) Company name and Point of Contact, to include address, fax number, email, and website. 2) A list of similar contracts your firm currently holds or has completed within the last three (3) years. The list of relevant contracts should only include issuing office, contract number, brief description/title of requirement, estimated yearly value and performance period. 3) DUNS number and CAGE Code. 4) Capability statements in the areas of interested stated above, including lead times. 5) A summary of prior testing, test reports, and an estimated cost for the price of test articles and production units. 6) FAR Clause 52.219-14 -- Limitations on Subcontracting will be included in any resulting contract. Responses should include information regarding how this clause will be complied with during performance. 7) Recent Defense Contract Audit Agency (DCAA) and/or Defense Contract Management Agency (DCMA) audit reports (to include accounting system reviews), if applicable. Responses due by March 21, 2014.

RF Sensor Network Design & IntegrationThe contract involves the design and integration of a multi-domain RF sensor network specifically engineered to detect and characterize frequency-agile unmanned aerial systems. This effort requires advanced signal processing capabilities to identify, track, and classify UAS threats in complex electromagnetic environments, with an emphasis on real-time situational awareness and adaptive response. The solution must be scalable, ruggedized for field operations, and capable of seamless operation across multiple domains including ground, air, and potentially space-based platforms. Deployment planning is a critical component, ensuring the network can be rapidly installed and configured in diverse operational terrains with minimal logistical footprint. The system must interoperate with existing military command, control, communications, and intelligence systems to feed actionable data into broader defense architectures. Performance requirements include high sensitivity to low-power signals, resistance to jamming and spoofing, and the ability to function autonomously in contested or denied environments. The work is to be performed in West Fork, Arkansas, under a subcontract arrangement with the Department of Defense, leveraging NAICS code 334511 for electronic component and product manufacturing.
