The Department of the Treasury, Treasury Inspector General for Tax Administration, through the Bureau of the Public Debt, plans to acquire hardware and software upgrades exclusively from Adaptive Digital Systems, located in Irvine, California. The contract involves upgrading the proprietary FLEX8 system to FLEX8B and the HAWKS system to HAWKS4, including enhancements such as increased memory and the addition of specialized "button hole" and "pin hole" cameras. These products are unique to Adaptive Digital Systems, which is the sole manufacturer, distributor, and advertiser of these items. Consequently, the procurement will be conducted on a sole-source basis, with no solicitation document issued. Interested parties were invited to submit affirmative responses by September 9, 2004, accompanied by comprehensive documentation demonstrating their capability to provide the required items or functional equivalents on terms more advantageous to the government. However, telephonic inquiries were not permitted, and requests for additional information or solicitation copies were not considered affirmative responses. If no suitable alternative proposals were received, the government intended to proceed with a sole-source award to Adaptive Digital Systems. The contract is categorized under NAICS code 541330 and was posted as a presolicitation notice in early September 2004.
