The Federal Highway Administration's Central Federal Lands Highway Division plans to award a sole source contract to Okahara & Associates, Inc. (O&A) for completing the design of a 13-mile segment on the east side of Saddle Road, from milepost 6 near Hilo, Hawaii, to milepost 19. O&A has been deeply involved in this project since 1994, having conducted the Environmental Impact Statement, Record of Decision, and preliminary through final design for various segments of Saddle Road. The justification for this sole source procurement follows FAR 6.302-1, asserting that O&A's unique expertise, familiarity with the project's environmental, cultural, legal, and construction aspects, as well as its established relationships with government agencies and community groups, make it the only source capable of meeting the agency's needs. This contract is characterized as other than full and open competition due to the specialized knowledge that O&A has developed throughout its long-term involvement with the project. The intent is to leverage this exclusive understanding to ensure continuity and efficiency in the design phase. The solicitation number for this notice of intent is DTFH68-04-R-00003, posted on August 26, 2004, under NAICS code 541330. The Federal Highway Administration emphasizes that this notice is not a request for competitive proposals, and any inquiries must be submitted in writing. A formal justification for awarding the contract without full competition is available on file.
