The Naval Sea Systems Command plans to issue a sole source contract modification to DRS EW & Network Systems to procure additional Fiber Optic Data Multiplex System (FODMS) Installation and Checkout (INCO) repair services for FY98 and FY00 DDG 51 Class Ships under the existing contract N00024-02-C-4008. The contract modification estimates an additional 100 repair hours for FY98 ships with options to extend for another 1,500 hours, and 1,500 hours specifically for FY00 ships. This procurement will be conducted under Solicitation N00024-04-R-4316, in accordance with federal acquisition regulations that allow for sole source awards when only one supplier can meet the government’s requirements. DRS EW & Network Systems is identified as one of only two companies—alongside Boeing Company—that possess the necessary expertise and experience for FODMS INCO repair services. However, DRS is uniquely able to meet the Navy’s required timeframe for completing the FY98 and FY00 ship repairs. As a result, the government intends to negotiate directly with DRS for this contract modification, emphasizing the criticality of timely and high-quality repair services for these naval assets. This announcement serves as informational and does not constitute a solicitation for competitive bidding.
