The Department of Veterans Affairs, Network Contracting Office 23, plans to award a firm-fixed price contract exclusively for Vocera brand badges and accessories to support medical centers within VISN 23. This action is a notice of intent rather than a solicitation and is authorized under the Federal Acquisition Regulation for sole source procurement, as Vocera equipment is considered the only brand capable of meeting the agency's specific requirements without necessitating a full replacement of existing systems. The contract is set aside for Service-Disabled Veteran-Owned Small Businesses and falls under NAICS code 334290, with the project's title referencing the Vocera Badge Replacement Project. Interested vendors must demonstrate their ability to meet the requirement by submitting proof of OEM certification authorizing them to distribute Vocera products and services. While the notice is not a call for competitive proposals, submissions of capability statements are invited within ten calendar days following the notice's publication to assist the agency in deciding whether to pursue competitive procurement. The decision to limit the award to Vocera is at the government's discretion based on responses received. Curt LaRose is the primary point of contact, and the contract is scheduled to have responses due by June 22, 2026.

This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of a name brand only source, firm-fixed price contract under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1- Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. It is not a request for competitive quotes. The Department of Veterans Affairs, Network Contracting Office 23 intends to award a brand name only, firm-fixed price contract for Vocera badges and accessories for VISN 23 medical centers. The North American Industry Classification System (NAICS) code for this requirement is 334290 and the service code is 5895. While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement. Any interested vendors MUST provide proof of certification from the Original Equipment Manufacturer (OEM) that they are authorized to distribute Vocera brand cards and provide third party services for the badges and equipment. All responsible sources may submit a capability statement which will be considered by the agency. The Government understands that Vocera badges and equipment would provide the Government the best value as any other brand would require an entire swap out of equipment. However, vendors that believe they can provide the capabilities required to fully meet the Government's requirement may submit information in writing to curt.larose@va.gov within ten calendar days after publication of this notice. Such documentation will be reviewed solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. A determination not to compete other brand names for this requirement, based upon responses to this notice, is solely within the discretion of the Government.

Notice of Intent to Sole Source - Alertus (Giant Voice)The Department of the Air Force, through the 439th Contracting Flight at Westover Air Reserve Base, intends to award a sole-source, firm-fixed-price contract to Alertus Technologies, LLC for maintenance, support, and software licensing of the existing Alertus High-Power Speaker Array Giant Voice Mass Notification System. The contract includes a base year of full on-site maintenance for six Alertus HPSA towers, featuring NFPA 72 compliant inspections, bi-annual maintenance visits, emergency support, an extended hardware warranty, and 24/7 technical assistance. Four option years will provide continued maintenance and the essential Alertus licensing and support agreement to ensure annual software and firmware license renewals, which are critical to maintaining system functionality. This contract is justified as a sole source because the Alertus system is proprietary, with hardware, software, and firmware exclusively designed and controlled by Alertus Technologies. Only Alertus can provide the necessary diagnostic tools, parts, and license renewals without voiding warranties or compromising system security. The government is exercising authority under revised FAR and R-DFARS regulations allowing direct solicitation when only one source can fulfill unique, high-quality proprietary requirements. While this notice is not a competitive solicitation, potential offerors who can demonstrate the capability to provide licensed software maintenance and OEM-certified parts with proper authorization from Alertus may submit capability statements by June 19, 2026, for government consideration.
