AI Contract Overview

The contract involves the purchase and installation of a 10 MHz half-wave monopole transmitting antenna system for the National Institute of Standards and Technology at Radio Station WWVH in Kauai, Hawaii. The antenna is a fiberglass whip approximately 10 meters tall, designed for optimal ground-wave propagation with a predicted bandwidth between 500 kHz and 1 MHz. It must be robust enough to withstand local environmental factors and handle a 10 kW power output, painted white, and installed at the center of a circular ground screen featuring 36 radials and a mesh screen at the center. Installation may involve pouring a concrete foundation if existing structures are unsuitable, with the antenna mounted using a stainless steel hinged base plate or optionally on a stainless steel tower. The system must be engineered to endure winds up to 100 mph and survive hurricane-force winds reaching 150 mph. This procurement is conducted as a sole source acquisition under simplified acquisition procedures with a not-to-exceed value of $100,000, based on market research indicating that only Valcom, Ltd. can meet the required specifications. No competitive solicitation is planned, though responses to the notice may determine the need for competitive procedures. The point of contact is Michelle B. Yates, and all inquiries must be submitted in writing by January 30, 2007, with an anticipated award date of January 31, 2007. The contract is managed by the Department of Commerce’s Seattle office and is associated with NAICS code 334511.

The U.S. Department of Commerce, National Institute of Standards and Technology (NIST), Time and Frequency Division proposes to negotiate on a sole source basis under the authority of 41 U.S.C. 253(c)(1) with Valcom, Ltd. for the purchase of a 10 MHz half-wave monopole transmitting antenna system to be located at the Radio Station WWVH in Kauai, Hawaii. The antenna needs to consist of fiberglass whip less 10 meters (35 feet) tall, the antenna will essentially be a .5 - wavemonopole antenna providing a low take-off angle for optimal ground-wave propagation. Simulations predict a bandwidth of at least 500 kHz and possibly up to 1 MHz. The heavy duty construction will easily survive the local environmental conditions and a 10 kW power rating. The antenna will be painted white. The antenna needs to be installed at the centre of a circular ground screen. The ground screen needs to consist of 36 radials, each 10.6 m (35 ft) long, with a 3.6 m (12 ft) by 3.6 m (12 ft) mesh screen at the centre of each plane. A concrete foundation may need to be poured if an existing foundation does not exist or is not in good condition. The antenna should be installed to the concrete foundation by means of a stainless steel hinged base plate. An option would be to mount the antenna on a stainless steel tower. The height of the tower will need to be (2 foot and 4 foot are standard sizes). To raise and lower the antenna, a gin pole and winch can be used or a crane can be used as well. The antenna needs to be designed for service in winds of 100 miles per hour (160 km/h) and survive hurricane force winds of 150 miles per hour (240 km/h). This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. Based on our market research, Valcom, Ltd. is the only vendor who can meet the required specifications. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. Any questions regarding this notice must be submitted in writing to the attention of Ms. Yates (e-mail preferred) questions need to be received by January 30, 2007. Anticipated award date is January 31, 2007.

Explosive Trace Detection (ETD) Qualified Products List (QPL)
Solicitation # 70T04026QPL7672ETD001
The Transportation Security Administration is establishing a qualification process under FAR 9.202 to add desktop Explosive Trace Detection systems to its Qualified Products List. This initiative seeks Original Equipment Manufacturers that can provide systems meeting TSA Detection Standards 5.0, 6.2, or 6.3 and the Functional Requirements Document Version 2.0. The process is designed to ensure that technology used by Transportation Security Officers to screen passengers and baggage is effective and secure. Successful applicants must undergo a multi-step evaluation involving the submission of Certification Data Packages and Qualification Data Packages, followed by rigorous testing at the Transportation Security Laboratory and various field sites. Participation requires strict adherence to security protocols, including vetting for Secret level security clearances and the execution of non-disclosure agreements via TSA Form 2815 and DHS Form 11000-6 for access to Sensitive Security Information. Technical requirements include compliance with IT security standards, STIX compatibility, and the Buy American Act. While the QPL remains open until closed by the agency, specific milestones are mandated, such as the submission of Certification Data Packages by April 30, 2027. It is explicitly noted that successful qualification and placement on the list do not guarantee a contract award, as procurement decisions are made based on emerging requirements through competition or sole source justification.
