Solicitation # N0038326QNA86
This solicitation from Navsup Weapon Systems Support is for the repair, overhaul, and inspection of 16 antennas (NSN 5985012061590) and 2 radio set controls (NSN 5826014392708) to return them to a Ready For Issue condition. The contract includes an initial induction period of 365 calendar days, which the government may extend by an additional year. Contractors must provide option pricing for up to 20 units over the total contract period. All work must be performed at the identified facilities, with specific requirements to use SAE-AS22759 series wire instead of MIL-W-81381. Key contractual provisions include strict guidelines for Beyond Economical Repair (BER) determinations, which occur when repair costs exceed 75 percent of the replacement price, and protocols for Missing on Induction (MOI) components. Quality standards require compliance with ISO 9001 or SAE AS9100, and the contractor must maintain a comprehensive calibration system and configuration management plan. All repairs must be documented and approved by the Procuring Contracting Officer, and part cannibalization is prohibited without specific authorization.

66--DATA ACQUISITION UN, IN REPAIR/MODIFICATION OF
Solicitation # N0038326RBB26
Solicitation N0038326RBB26, issued by NAVSUP Weapon Systems Support Philadelphia, seeks a firm-fixed price contract for the teardown, evaluation, repair, overhaul, and modification of 23 Data Acquisition Units (NSN 6610-01-448-8497). The primary objective is to return these units to a Ready for Issue (RFI) condition. The contractor is responsible for providing all necessary labor, materials, tooling, fixtures, and test equipment, as the government will not provide manufacturing aids. Key technical requirements include adherence to MIL-STD-130 for markings, the mandatory use of SAE-AS22759 series wire instead of MIL-W-81381, and personnel certification to IPC/EIAJ-STD-001C if MIL-STD-454 is referenced. The government will award the contract to a single responsible offeror based on a trade-off where past performance is considered more important than price. Quality assurance is strictly regulated, requiring a Repair Quality Plan compliant with ISO 9001, SAE AS9100, or equivalent standards, and a calibration system meeting ANSI/NCSL Z540.3 or ISO-10012-1. The contractor is granted Internal Review Board authority for minor non-conformances, while the government retains formal Material Review Board authority for as-is dispositions. Specific protocols are established for items determined to be Beyond Economical Repair (BER), Missing on Induction (MOI), or requiring Over and Above Repair (OAR), all of which require written concurrence from DCMA and the Procuring Contracting Officer. Packaging and marking must comply with MIL-STD-2073 and MIL-STD-129, with specific requirements for CONUS and OCONUS shipments and electrostatic discharge protection per ANSI/ESD S20.20-2021. Invoicing and payment will be processed electronically through the Wide Area Workflow system. Proposals are due by November 16, 2026, and must include detailed past performance data and a firm-fixed price quote.
