The U.S. Army Research, Development and Engineering Command Contracting Center plans to award a firm-fixed price sole source contract to Bittware, Inc. for the procurement of two Bittware SY3U-ATC-004 Ballistic Digitizer systems. These 32-channel systems, which include a 21-slot chassis, controllers, time-code, clock, triple mode digitizers, modules, discs, and cables, will support the Aberdeen Test Center at Aberdeen Proving Ground, Maryland. This acquisition is conducted under the Federal Acquisition Regulation’s Test Program for Certain Commercial Items, specifically Section 4202 of the Clinger-Cohen Act of 1996. The sole source justification is based on the fact that the proprietary software required to control this specific instrument is available only from Bittware, and substituting a different instrument would render the software ineffective and necessitate extensive wiring modifications. Interested parties are invited to submit responses within 10 days of the notice’s publication, with responses due by 9:00 AM EDT on August 30, 2010. Any submissions must clearly demonstrate how competition would benefit the Government in future procurement actions, though the decision not to compete remains at the Government’s discretion. The acquisition falls under NAICS code 334418, with a business size standard of 500 employees. Questions regarding this notice are directed to Susan Sowa via email, and telephone inquiries will not be accepted. The posting date for this contract requirement was August 18, 2010.
