The Naval Air Warfare Center Air Division intends to award a firm fixed price contract to Avitecture Inc. for the procurement of equipment and programming to upgrade video teleconferencing systems. This effort supports the Information Technology/Information Management Department at the Naval Air Test Station in Patuxent River, Maryland. The scope of work includes upgrades to specific conference rooms in Buildings 2185, 106, and 1490, as well as wireless solutions for systems in Buildings 1492, 2272, and at Webster Field. Required hardware and services encompass tuners, transcoders, recorders, controllers, AV workstations, and specialized control system programming. The government is pursuing a sole source procurement under FAR Part 6.302-1 because Avitecture Inc. possesses the essential engineering experience and retains proprietary data rights to the designs and source code necessary to control the video systems. The anticipated award date for this procurement is on or before September 30, 2007. While this is not a request for proposal, interested parties were given a fifteen day window from the posting date of September 5, 2007, to submit capability statements for the government to determine if a competitive procurement is warranted.

This firm-fixed-price level of effort task order, managed under the SeaPort-NxG Multiple Award Contract, covers a five-year period of performance consisting of one base year and four option years. The contract requires a hybrid work model with a mandate for three days of on-site performance per week at Patuxent River or St. Inigoes, Maryland. Award decisions are based on a non-price rating system where technical capabilities, evaluated through a sample task and key personnel resumes, and past performance are used to determine a highest evaluated threshold, with price serving as the final deciding factor among equal ratings. Contractors must comply with strict security standards, including NISPOM and CMMC requirements, and utilize the Wide Area WorkFlow system for electronic invoicing. Deliverables are managed through a formal Contract Data Requirements List, and performance is monitored via a systematic Contract Surveillance Plan and CPARS evaluations.
