The contract involves the award of a sole source procurement by the US Army Research, Development and Engineering Command Contracting Center at Aberdeen Proving Ground for an Instron model 3382 floor mounted materials testing system, including key components such as a computer, load cells, software, and related accessories. This acquisition is conducted under the authority of the test program for commercial items per FAR Part 13.5 and the Clinger-Cohen Act of 1996. The system must support the full range of tests currently performed by the existing Instron 1125 machine and retain compatibility with existing load cells, extensometers, strain gauges, software, and hardware, including the proprietary Bluehill software suite essential for test program compatibility and control. The purchase order is expected to be firm-fixed price, awarded to Instron, the sole source provider of the Bluehill software, reinforcing the non-competition justification. The contract line items detail specific models and accessories, including various load cells with differing capacities, software versions and manuals, computer hardware such as a Dell Precision workstation and monitors, as well as installation and verification services. The solicitation is registered under NAICS code 334419, with a business size standard of 500 employees. Interested parties were invited to present evidence of their capability and how competition could benefit the government, by a specified deadline, though the government reserves sole discretion on whether to compete the award. Communication regarding the contract was strictly limited to written inquiries via email, emphasizing transparency and adherence to regulatory procedures.
