The Department of Defense, through the 55th Contracting Squadron at Offutt Air Force Base, intends to award a sole source purchase order to General Dynamics, C4 Systems Inc. for the procurement of the Cryptographic KG 175 TACLANE E-100 encryptor. This sole source action is necessitated by federal government encryption standards that designate General Dynamics, C4 Division as the only authorized supplier capable of meeting the specific mission requirements of USSTRATCOM. The procurement will be conducted without full and open competition under the regulatory allowance Subpart 6.302-1 (a)(2)(ii), as no other vendor can provide the required equipment. The notice clarifies that this is not a solicitation for competitive proposals but rather a formal announcement of intent to award to a single responsible source. The contract falls under NAICS code 334290, related to communications equipment manufacturing. Interested parties or those seeking further information should contact Eric J. Sullivan at Offutt AFB via email or fax. The effort underscores the unique nature of this secure encryption technology and the critical mission support it provides, reinforcing the justification for the sole source procurement.
