The United States Army Research, Development and Engineering Command Contracting Center (RDECOM) plans to modify an existing Firm Fixed Priced contract awarded to Insight Technology, Inc. on June 16, 2006, for the production of Small Tactical Optical Rifle Mounted Micro-Laser Range Finders. This modification aims to increase the contract ceiling to allow for the purchase of up to 2,245 additional units, with delivery scheduled by July 2011. Insight Technology, Inc. is identified as the sole developer capable of meeting the government's delivery requirements, and the government has decided not to compete this modification through a full and open competition process. The government has issued a notice seeking potential interested parties to demonstrate their capability to fulfill this requirement, although no Request for Proposal (RFP) will be issued. Responses are to be submitted in writing by April 30, 2010, and must provide clear documentation of the offeror's ability to meet the contract needs at no cost to the government. Oral communications will not be accepted, and submissions may be emailed if under 5MB or sent as hard copy to the specified Army RDECOM address. The notice emphasizes the government’s sole discretion in determining whether to proceed with this sole-source award.
