AI Contract Overview

The contract involves the procurement of 12 units of a sensor identified by NSN 0Q-5905-016339487-CL, with delivery terms FOB origin. This item is flight-critical and requires strict adherence to quality standards, necessitating engineering source approval by the design control activity. Only sources previously approved by the Government, possessing unique design capabilities, engineering skills, and specialized manufacturing or repair knowledge, are authorized to supply or repair the part. These approved sources hold proprietary technical data and manufacturing knowledge essential to maintaining the part's quality, and such information is not economically accessible to the Government. New sources seeking approval must comply with design control procedures and Government engineering activity qualifications, which can be time-consuming, thus potentially preventing contract award delays. The contract action is being conducted under sole-source procurement authority (FAR 6.302-1), with only one source solicited due to the technical sensitivity and source approval requirements of the item. However, all responsible sources are invited to submit expressions of interest, capability statements, or proposals within a 45-day window (reduced to 30 days if under an existing BOA), though this is not a request for competitive bids. Proposals lacking required source approval documentation or missing technical data submissions per NAVSUP Weapon Systems Support guidelines will not be considered. If new source approval cannot be granted in time, awards may proceed with the approved source to meet critical fleet support requirements. The contracting office is Navsup Weapon Systems Support, located in Philadelphia, PA, with a designated point of contact available for inquiries.
