The Defense Logistics Agency's Enterprise Support Office plans to award a sole source fixed price purchase order to Critical Communications (CritiCom) under the Federal Acquisition Regulation's Simplified Acquisition Procedures. This procurement aims to obtain one TEMPEST-rated and DISA/DITC-certified ISEC 320 switch for Secure/NonSecure Video Teleconferencing (VTC), including the KIV-7 with Crypto-Advanced Replacement Service (C.A.R.S.) for use at Fort Belvoir, Virginia. The contract also includes installation of secure VTC systems and Communications Security (COMSEC) approved audio mitigating window film. The ISEC device meets all interoperability requirements and is certified for use on the Defense Switched Network (DSN), with necessary Defense Information System Agency, Joint Interoperability Test Command certification, and Department of Defense TEMPEST approval for classified transmissions. This solicitation is limited to CritiCom, believed to be the sole vendor capable of meeting these specific secure VTC requirements. No formal solicitation or request for quote is issued; however, other firms confident in meeting the requirements may submit responses within two calendar days for the government’s consideration. The acquisition falls under NAICS Code 423410, and the government reserves the right to decide whether to open competition based on any additional responses received. Questions regarding the procurement can be directed to the identified government contact.
