The United States Army Contracting Agency Southern Region, Yuma Proving Ground, intends to negotiate a firm-fixed price, sole source contract with Speedvision Technologies, Inc. for the purchase of a Redlake High Speed Camera, Part HG-LE. This specific equipment is required because the existing software user interface and Ethernet connectivity are proprietary to this model and incompatible with other systems. Additionally, the camera must maintain functionality over a MRV Laser Link with a Flight Follower. The acquisition will be conducted in accordance with Federal Acquisition Regulations Part 12 for Commercial Items. While the intent is to award a sole source contract, interested parties capable of meeting these technical requirements were given until March 15, 2005, to submit their experience and capabilities to the contracting office. This notice served as a presolicitation announcement rather than a formal request for competitive proposals.

The Mission and Installation Contracting Command - Yuma Proving Ground is conducting market research to support the procurement of infrastructure maintenance and support subscription services for the ASTRO 25 Land Mobile Radio (LMR) network at Yuma Proving Ground, Arizona. The government intends to award a Firm-Fixed Price contract on a sole-source basis to Motorola Solutions, Inc. due to the proprietary nature of the P25 digital system and the need for Original Equipment Manufacturer resources to ensure compliance with Department of Defense Instruction 8500 Information Assurance requirements. The scope of work includes 24/7/365 remote technical support, OEM-level diagnostics, advanced repair and return services for proprietary components, and the delivery of System Upgrade Agreement II updates to maintain cybersecurity and network operations. The requirement is classified under NAICS code 811210 for Communication Equipment Repair and Maintenance Services. Key deliverables include quarterly STIG updates, an integrated vulnerability scanning hardware solution with remediation services, and the appointment of a Program Manager and Alternate Manager. Performance standards are based on ISO 9001 and TL 9000, with quality measured against a Performance Requirements Summary. While the government is currently seeking capability statements from the small business community to determine if competition is viable, the current intent remains a sole-source award to the OEM to mitigate risks associated with aging hardware and proprietary software configuration.
